Conflicts Policy

PRM board members and staff members (“members”) participate in a range of actions and decisions by PRM regarding research, publication, litigation, and other matters. When a member has a personal, professional, or financial conflict with a potential PRM decision or action in which the member would otherwise participate, that member must immediately notify the other members involved in the decision or action, and recuse him or herself from that decision or action. The non-recused member/s will arrange, as necessary, to replace the recused member with a non-recused person (whether a member or an external employee or volunteer) to participate in that decision or action.

PRM conflict policy invoked:

Publication of Hubbard Broadcasting/University of Minnesota story (2017):  Executive Director conflicted out due to membership on board of Minnesota Coalition on Government Information, whose board includes deputy general counsel of Hubbard Broadcasting.

Publication of Rep. Omar story (2019):  Executive Director conflicted out due to speaking about public records at a 2017 community forum hosted by Rep. Omar when she served in the Minnesota House of Representatives.
